A potential buyer message me late last night. Asking why an item I have listed that said free shipping is showing up for them at 32 dollars. I’m just curious if this is cause of their location or if this person is trying to scam m

It’s not a scam, your buyer is just...confused. he’s not in the US so shipping to him is not free. He appears to be in Russia maybe? And you use the global shipping program so yeah international shipping to him is expensive. You offer free domestic shipping so he gets free shipping from your location to the GSP but not free shipping for the international leg.

Tell your buyer it's ONLY free shipping to addresses within the USA.
Ask if he wants to cancel and use 'problem with address" when you do.

...and fix your title! You do not want to be promising Free Shipping in the title, as your listing can be viewed by buyers elsewhere for whom you will be charging Shipping, such as that interested buyer in Russia.
