eBay charges a Final Value Fee based on the TOTAL sales amount, including shipping.
The FVF is broken down on your invoice into 2 separate line items, item and shipping.
So on your $400 phone, you will see 2 invoice lines:
FVF (item price $400) = $40
FVF (shipping price $YY) = 10% of YY

OP sold the phones with free shipping, i.e. shipping FVF should be $0.
It could be the cost of the label used for the return. Or if the OP changed the shipping method to FedEx, that gets billed on the eBay invoice.
