The buyer won the auction, but didn't pay. I waited 5 or 6 days then sent a message asking if they still wanted the item. I didn't hear back, so I relisted the item as a BIN after waiting another day or 2. This morning get a message from eBay that the "buyer" is requested an invoice for their "committed purchase". But eBay knows I relisted the item, because they gave me the option to do so. Also, why hasn't the original winner of the auction sent me a message, and why don't they just BIN?

You needed to 'cancel' the sale for reason of 'didn't pay'.
After 4 days you can either have it automatically 'report buyer for non payment' or if you have that off, you can do it manually.
Just 'relisting' doesn't shut down the original purchase.
Why would the buyer need to ask for an invoice anyway, if they are not buying more than 1 item. Did you not input a shipping amount or?

Sounds like what @stainlessenginecovers said, you didn't cancel the tx. You must cancel it as a non-payment and THEN relist.

OP should check if that invoice request can be found in their eBay messages box to rule out spam/scam.
If it's a legit invoice request found in eBay messages then it could be an international buyer with a listing that didn't specify international shipping rates.
End the new listing now until this is dealt with @pinkryder123. eBay lets you relist because they don't know how many you have to sell.
Either work with the buyer on the invoice/shipping (if it's a legit request), or cancel the sale for non-payment. If it's an international buyer they may not be able to pay until you specify a shipping cost so if that's the case you should not cancel yet. An invoice request is a form of communication.
I looked at your listings and this is about the set of 21 Spode dishes, right? The weight might exceed the international shipping method you specified (eBay International Standard Delivery) which could be why the buyer doesn't see a rate and can't pay.
If it's not an international buyer then there's no reason to send an invoice.
Send another message to the buyer to figure out what's going on and let them know if they don't reply to the message within 24 hours then you'll cancel the sale.

Those screenshots weren't there when I started my post earlier. Would have been helpful to know the order was cancelled in the OP.
Since you cancelled, your first step should be to see if the invoice request is in your eBay messages folder to verify it isn't some kind of spam that ended up in your e-mail - and check the date on the invoice request. Was it sent before the order was cancelled or after?

Thanks. Yeah, I received the message this morning. The message also gave me the address and it's a US address. I also use the GSP. The original listing included flat rate shipping, which carried over when I relisted it. Maybe they somehow were able to request an invoice since it took away the option to pay because it was cancelled?

Yea, was in my official eBay inbox this morning. But the item was cancelled and relisted 2 days ago.

This is a weird one. Hey devon@ebay or elizabeth@ebay - OP cancelled an order 2 days ago, but this morning received an invoice request on the cancelled order, same item number. How is that possible?
Shot in the dark @pinkryder123, but what is the timestamp on the invoice request when you open the message? Is it dated the 27th at the top of the message? Slim chance it could be some kind of delay in eBay message system if you received it today, but maybe it was sent a couple days ago.

It just shows the time from this morning. I also got the same message this morning in my regular email. It is weird, because it was officially cancelled with eBay giving the option because of nonpayment. I just sent the winner a message saying they are welcome to "Buy it now" from my relisting. Hopefully it doesn't allow them to leave negative feedback. I sent the winner another message asking if they still wanted the item and gave extra time, but they never replied. Then I got this message this morning.
