I was Scammed along with 2 other buyers on March 6,2022 by a seller selling a PS4 with no intention to sell. Ebay has no Policy for this! Ebay runs a unfair and Partial Company. After reading there policy's which go no where this allows Ebay to add on in any case and Mislead you to do things they want!
Ebay feels they are above the law! I contacted Vondran Legal in California for Internet Fraud against Ebay. Ebay runs a Deceptive Practice! If you have been Scammed call them as well.

What happened when you opened the “not received” case on eBay? Or did you not bother to read the nearly idiot-proof Money Back Guarantee?

I am selling items on eBay and I think I am suing them. I don't know any better that I promised not to sue them when I signed up and now I'm on here screaming about it.

Was this for the listing that to said to contact the seller on instagram? Did you pay off of eBay? MBG is only valid if you pay within eBay.

I'm surprised that eBay would allow a listing that states to contact a seller through Instagram.

Yes it should not be in the listing, but it is there.
It stated in the description:
"Contact me on Instagram XXXXX
Sony PlayStation 4 usedFully working with no problems
Comes with all accessories and gamesContact me on Instagram XXXXXXX to purchase or if you have any questions!
Instagram XXXXXXX"
But, since OP is an experienced Buyer on here, I feel he should have known better.

Yes they do, keep all transactions on Ebay.

So, let me guess, you left eBay to get this terrific deal from someone who then private messaged you to complete the transaction off eBay? Then you paid with eBay gift cards? If this is how it worked, then eBay had nothing to do with the transaction. Someone scammed you. Why do you think eBay should pay you back when you left eBay to complete the sale? Sorry that happened to you.
