International Shipping Setup

So to set up International Shipping (using business policies), eBay says to remove all International options, and you will be set up for International shipping.  That is all you need to do.

I've done that.  Now my listings all show US shipping only. 

So no wonder I've lost all International business.  **bleep** eBay?

Can anyone explain how to use business policies to set this up correctly?

And before you ask, I am opted in to the Global Shipping Program...

Do you mean you are opted into the EIS program at the top of your Shipping Preferences (GSP is gone)?  If so, did you check for any exclusions that may be still applied to any listings?
