Seems that the "INR policy" affecting seller fees (and perhaps limiting the account) that we have been dealing with for years has expanded to other countries. Perhaps not. maybe just coincidence  of a2nd thread along these lines. Other post referred to it as "new".

Since you are located in Israel and drop shipping from the US, you have no way to prove that the items were or were not received as you clearly did not ship them, your vendor did and they may not have.  To say a customer is lying is something you cannot prove either.  These are the risks of drop shipping and the outcome is usually not good.  Sorry.

If there is a tracking number they can.  I drop shipped for years.  Done correctly it can be a good thing.  But it take a lot of work doing it the right way IMHO.

Sometimes vendors are not truthful with tracking numbers, especially where drop shipping is concerned.  They'll remit a number just to pacify you, but it's fake.  Another downside to drop shipping.  Lots of crooked vendors out there. Also, if you are drop shipping from a 3rd party which means you are selling things from another site thru ebay, that can end your selling career very quickly.  One of your feedback states you were sending them merchandise thru Amazon, not ebay and that is a BIG policy violation.  I'd be careful if I were you.

Hope things turn around for you.

I never had that issue with the company I used.  There are legit drop shippers out there.  They are not all bad.  Sellers have to do their homework and check these companies out before using them.

The Amazon statement is a yes and no.  Meaning many sellers on Ebay have their inventory held in Amazon FBA [not that I think this seller is doing that at all], so it is their stuff, Amazon is just shipping it for them.  They of course pay Amazon for these services too.

I was replying to the person who posted this thread, not you.   And eBay's only problem are sellers who don't follow the rules.  That's why they get suspended.

OP’s problem is that he doesn’t use tracking.

The OP is likely referring to the new Shipping Performance Policy for INRs.

https://export.ebay.com/en/fees-and-payments/regulations/shipping-performance-policy-item-not-receiv...

Notices posted on the export.ebay.com site are typically for global sellers who sell on the US .com site but are not located in the US or Canada.

Importantly, sellers are being evaluated on buyer reports, not based on the actual tracking info.

What you need to know

Starting from July 24, 2023, eBay will launch the Shipping Performance Policy – Item Not Received Rate.

Sellers with a higher than market average “Item not received rate may be subject to a range of actions, such as eBay ending or removing your listings, enforcing buying or selling restrictions, adjusting your selling limits and/or suspending all relevant accounts.

Best practices

As a seller, shipping your items in a timely and reliable manner is crucial to provide buyers with a great shipping experience. Most of the time when something goes wrong, it is due to delays, inaccuracies, or lack of visibility related to the delivery of an item. You’re expected to follow these best practices:

● Ship items within your specified handling time

● Use reliable shipping providers that offer shipment tracking

● Manage inventory and keep items well stocked

● Charge reasonable shipping and handling costs

● Specify shipping costs and handling time in the listing

● Be helpful, friendly, and professional throughout a transaction

Evaluation metric

The "Item Not Received" or “INR” rate, namely, the percentage of transactions where a buyer reported that the item didn't arrive or was not available for collection.

Big mistake on their end.

It's like they don't know that you can not control BAD BUYERS who just open claims left and right to get free items.

I've had plenty of them just open cases to try me and once I say 'I will initiate a police investigation' - a miracle happens and they seem to find their ordered items straight away. Yeah.....

eBay.... reconsider.

If the product was sent with a tracking number and the customer opened a case that he did not receive
It's not my problem!!!

It is your problem.

If the buyer opens a Not Received dispute you MUST show Proof of Delivery (not shipping, delivery) to prove him wrong.

Even if eBay has the tracking number already, give it to them again. And again.

If the tracking shows the shipment has not arrived, giving the Proof of Shipping, gives you a little more time.

Watch the tracking on those shipments.

And never use Surface shipping.

The USPS no longer will ship by Surface, probably because it is so slow that it cost them money.

Yes same situation here, top seller USA blocked for transactions where buyer didnt pick item, I thisnk they want to block all sellers out of USA to reduce inflation, this will reduce Ebay profits 95%

Buyer claims item not received.

Seller shows tracking that it was in fact received.

Case closed.

Simple.
