INR Case question

These cases are typically cut and dry.  Tracking shows delivery, seller not liable.  Tracking doesn't show delivery, sell er is liable.  Easy enough.

 

However, how is a case decided when the buyer has called usps and altered the delivery address of the order?  She indicates that she has since moved and is trying to get usps to forward to where she is now.  Now the package appears to be in limbo.

Do you know if they have forwarded it? Usually, when you move, you fill out a forwarding order that lasts 6 months, and can be extended for another 6 months. After that, they would deliver it to whomever is at the old address. If they haven't done that, you might be on the hook for it.

Technically, I believe the seller is off the hook for Item Not Received if the package was forwarded to another address. What exactly does the last update say in the tracking history of the package, and when did it occur? (Look up the tracking number on usps.com, not on eBay.)

 

P.S. If the last tracking update was In Transit, which could occur up to three times as a placeholder, what was the last update before the In Transit entry(s)?

The English in the messages was very broken and difficult to figure out.

 

It looks like it was forward to a different state.  It has now looped back around to the city where it was supposed to go.  It showed out for delivery yesterday, but it is not showing delivered.  

 

I will just go ahead and refund.  Thank you for your help.

No, no, I mean the messages you see on the usps.com website for your package, in the tracking history that you can call up by entering your tracking number.

Don't refund just yet. Give it another day to see if a Delivered status pops up. You should be fine if so. If the buyer has filed an Item Not Received dispute, then upload the tracking number there.

Based on my experience, if the buyer opens a case and the item still indicates "in-transit", eBay is most likely refund on your behalf by charging your account. However, it appears that your package is still moving and not stuck so I would also give it a couple days. Furthermore, on the USPS website, you can easily fill out a form to ask for their help on tracking. I had a piece of mail stuck at the Chicago hub for over 2 weeks and finally moved and got delivered after I emailed USPS.
