After receiving this message from eBay I ended all my listings.
"You’ve been enrolled in eBay International Shipping—our new program that makes it easy to sell internationally. And, it comes with incredible benefits:"
I'm not a large volume seller so it's not a huge deal. My issue is that I created shipping rules to specifically not offer international shipping and eBay showed no respect for those rules.

I was enrolled with eBay International shipping when it rolled out a while back. Meh. I don't get very many international orders. What I did get were headaches.
I got a complaint from a buyer in Canada that my shipping cost was too high. MY shipping cost was $5. eBay tacked on their shipping cost to send it from Illinois to the buyer's address in Canada and it was another $15 or so. I do not know if the buyer sees a breakdown of the shipping costs or if it is all on one line. I assume the latter because they seemed shocked my shipping cost was so low.
Over the course of the year I had 3 orders that never arrived to the buyer. Sure, eBay took care of it so I was good money-wise. But I had to spend time responding to messages from buyers and trying to explain to them they needed to reach out to eBay, because I was only responsible to get it to their hub.
I also had several listings removed because they were not compliant with the EU. That's a whole other headache. I don't have the time to memorize what can't go here or there. I finally disenrolled from the program.
I am not opposed to enrolling again. I recently learned there is a way to exclude certain countries/regions. I didn't realize that. I may check that out and try again. South America is where I had issues getting orders to buyers, so I would exclude them and the EU for sure if I were to try again.

eBays international shipping program is the best!
You only ship domestically to the eIS hub in Glendale Heights. Once delivered there your job is done.
Any problems after that eBay handles it, you as a seller keep the money earned.

Though I'm not sure why you'd want to. You get so many more protections through eIS than you do for domestic transactions.

eBay's International Shipping Program works great. You have even less risk than on your domestic sales. As ebooksdiva says, just ship it to eBay's center in Illinois. If there are complaints about nondelivery, late delivery, breakage, description, etc., eBay handles it all.

The message from eBay did offer the link to 'opt out' of the program and I will do so before listing again.
I do have a few items that will sell and for $$$ but packaging for safe delivery (to arrive in the same condition) is a challenge, even when just being shipped a few hundred miles.
For the easier to package items.... they'd be fine. In fact the more difficult to package items would probably make it fine too. I just don't want my name and address to be associated with shipping internationally.

It is understandable to have the reaction you had. Why would eBay force something on me that I specifically did not want. Seems reasonable and why you may feel that way.
However, the program is something that almost eliminates all returns or issues that may transpire. All you are required to do is ship your item to the EIS hub located in the states and you are covered from returns/refunds. No more INR or INAD. Take a moment and read how you are protected. The program is one of the few that actually protects sellers.

I'm still going to opt out. Then I'll schedule (to appear at the same time) about a dozen listings with value of about $2K or more.
I need to look like a seller if I want to sell. And... I have enough positive recent feedback as a seller, even though some buyers have not left any feedback.

You ship to an address in the USA so eBay is not going against your rules....

But you aren't the one shipping it overseas, ebay is.
You are sending it to a USA address and once it shows delivery to that address then you are out of the picture.

Ebay doesn't know what your rules are or care, frankly. They don't know if you "know" about the program or just haven't bothered to explore the benefits. They opt you in, with an opt out immediately available, but they want you to learn about the program and make an intelligent decision with the information they provide.
As said, most sellers agree it's one of the best programs Ebay offers........with the most protections for the seller.
You can stand (or fall) on YOUR rules.......it's certainly up to you; but learning about it may benefit you as it has others.

Yall should we break the news to them about items bought by people "who live in" Delaware, New Jersey, Florida, Oregon and California?
Pssst ..... rckr43 ..... you have sold things that shipped overseas, I guarantee it. You just didn't know it. Neither did eBay by the way.
