Yes, every seller has limits ... especially at the beginning.
Until you prove to eBay that you are a reliable seller and that you know the policies and procedures for selling ... that you ship what the buyer ordered, on time and without problems ... you will have a small limit.
These limits will be increased after 90 days and usually you will get an increase every once and a while after that automatically.

I don't see them on the .com site.
He only ships to the EU. His listings are on .fr
