I shipped an item through the global shipping program. They are stating that the battery is not working. It is a large battery (6 volt). Normally, I would just drop ship the battery. I'm not sure if I do that to the Kentucky address if it will get there. Also, I'm worried about getting billed for the costs. I also asked the buyer to see how much the replacement battery costs in his hometown, so I can issue a partial credit/refund. Otherwise, I would just need to process a return. How should I handle this situation?

I don't think there is any way to ship a replacement under GSP. If you just sent a replacement to KY they wouldn't know what to do with it since it isn't tied to an eBay transaction. I doubt they would return it to you either.
I don't know what the battery is worth, is it even worth getting back if it's not in good working order?
In a Not As Described situation (except damage in transit) you would be on the hook for the return shipping cost and for International it's likely to be quite expensive.
