Can anyone please help with my issue?
I bought 2 items as a "guest" . I recieved items that are nothing as described. I contacted seller, they were rude and unproffesional but in the end said that they will send me again items that I payed for. That was almost 2 months ago, I still haven't recieve items nor got my money back.
Now, I can't find where and how to report this seller because there is no history of that purchase in my account. How to report it as a guest? I have transaction ID's of bought items.

Why did you wait 2 months to see if the seller would honor what they said?
As was stated above, you cannot file a case through ebay anymore, you only have 30 days to do that.
You need to contact Paypal instead now to open a case and to try getting refunded.

When buying as a *guest* your recourse is via PP or your CC.
To file via ebay for not as described you would have to register the guest acct and then file within the 30 days allowed, you have pasted that time frame as mentioned already.

I was waiting for the second time to recieve my order as they promised to re-send, but I had to wait 25-35 days for it.
