Recently just started selling and first few offer were outright too high on am item I had for bidding. After ask for my email and other info which I just cancelled. But it happens constantly. Today again have someone make an offer then follow to msg me for my number to ask me some questions. I don't really see a mark as scam or report tab.

What reason are you using when you cancel these transactions?
What I would do is...
*Ignore their requests.
*Give them 4 days to pay.
*Cancel the transaction on the 5th day. Reason: Buyer did not pay.
As far as reporting them, you can if you want to.
To me it's a waste of time.
Nothing will happen.

As a new seller ID, you are going to be a prime target for the typical "text me" scammers here for quite a while. To cut down on this problem, it is suggested that you dispense with using the "best offer" feature, and post your listings in a fixed price (not auction) format with "immediate payment required". That way your listings will stay active until someone pays for them.
If you are getting offers through the real 'best offer system', and the request for contact outside the eBay platform ensues, you can report the buyer on site for 'trying to take the transaction off eBay' or some similar reason. You wait until day five, and the option will appear to cancel for non-payment.
If you are simply cancelling at the first indication of the "text me" scam, you may run into serious trouble for cancelling sales. As far as I know, eBay does not provide an appropriate choice for cancelling with "obvious text me scammer" as a reason. Cancelling sales can get YOU intro trouble, and may lead to losing your ability to sell on the platform at all.
If you are simply getting messages through the eBay message system with an offer, you cannot report the user on the eBay site since they are really not involved in a transaction with you. It would require contacting customer service, which as suggested, is a waste of time for the most part. Easier to just ignore and block.
