Got the March Vol II seller newsletter from eBay. They linked to a page on how to reduce returns. I have bolded my favorite parts.

I'm sure it made sense to someone. Unfortunately that person is in charge.

Bullet points made just to have more bullet points. Not particularly useful, and similar to double-spacing your term paper to make it the required 10 pages.

How to reduce returns
- Check returned items carefully before issuing a refund.
- Issue refunds quickly—preferably within 2 days of receiving a return.
- Ask eBay to help you resolve an issue.
- Keep a valid return address on file, and manage multiple addresses through your preferences.

The list covers tips to reduce returns, return claims and refunds.
We will revisit the page to work out how to clarify the guidance we're providing.
All you need to do is change the title of this one ...
Ask eBay to help you resolve an issue

How to lose your item, be forced to refund, and then get a defect

Wow.
1. Like we just peek in th package and dash off refunds!
2. Not sure how the speed of the return in any way prevents other buyers from also requesting refunds.
3. No thanks - I come to the boards to research because though my calls to the CS have been few, they werent much help
4. and the last one of keeping our addresses current AGAIN in NO WAY keeps buyer from returning items or decreases the number of items.
These last 4 are like saying that you can prevent forest fires by eating more fruit for lunch at work - SSSSOOOO unrelated!

I am surprised that it doesn't have one bullet point that says..... Just refund the buyer and they won't return anything.

It's impossible to reduce returns when Corporate so openly and aggressivley encourages them.
