I've had an Ebay account since 2010, and Paypal since 2012. I'm definitely not new. I've sold things somewhat frequently, though i mainly buy things.
I'm still getting my funds held for up to 21 days by paypal when I sell things. With a 100% positive feedack and years with no issues under my belt i think this is ridiculous, how i do I get around this????

Paypal has that Hold on new sellers but also on occasional sellers like you, with only seven selling feedback in as many years.
Things change so quickly, that any occasional seller can miss out on important changes, like the 10% FVF on shipping or the requirement for sellers to pay Return Shipping on many disputed transactions.
And 21 days?Are you in Canada? Did you know we are now paying tax on eBay fees?
No. You're in Maine.
The Hold is better expressed as UP TO 21 days.
It's actually only until you upload your tracking number, I think .
You can phone Customer Service every 30 days and ask for your restrictions to be reduced or removed.
But frankly, if you only sell once or twice a year, I doubt it will help. Sorry.

The answer to your question is simple. You would simply need to sell a few more items than you typically sell, and at least maintain some minimal level of sales.
