I received a negative feedback from a non-paying bidder. I have contacted eBay several times and they will not remove it. The just say they reviewed it but will not remove it. The buyer kept telling me he would pay and never did and then left me negative feedback on day 90 so by time I saw it, I could not reciprocate the favor. So frustrating. Any suggestions to help remove it????? Who and how to contact? Thank you.

It wasn't AI though, But as per my personal opinion removing negative feedback without the support of buyer is not possible, you should ask your buyer to edit (if he/she can) Otherwise the ebay support is available for you and they can bette help.

But I am surprised to read that a buyer can leave negative feedback in the absence of an actual purchase and a completed financial transaction.
Is this indeed possible? In 25 years of selling here I've not had that experience.
If the seller didn't cancel for non-payment, the buyer is able to leave feedback. It sounds like @bhturnow didn't cancel after 4 days without payment.

Sellers do, you simply did not ask Ebay until well after the 60 day period. This isn't on Ebay, it is on you for not tracking your account more frequently. With that said, since there is no comment on the feedback, Ebay likely would not have removed it anyway.
If the item was unpaid, Ebay should have removed the feedback but since they didn't automatically, there may be something else not shared about this transaction. With that said, more info really isn't needed. The FB is way too old for anything to be done with it no matter what information you share.

It's TOO OLD. No seller can request a FB that old to be revised, changed or removed. It way outside the window.

It isn't a "loophole", it is part of the policy. If the payment is electronically made, Ebay doesn't know about it unless the seller tells them. There is no requirement to file for an unpaid item by the seller. Not sure how this is getting turned around to be an Ebay issue away from the seller in which simply didn't handle the situation in a timely manner.
With that said, their can be some very good reasons why the OP was not able to take care of this in a timely manner.

You could not have reciprocated the favor anyway. Sellers have been unable to leave negative or neutral ratings for buyers since May 20, 2008. How fortunate you are to have never had occasion to notice this before now.
But eBay does have a process for seeking a feedback revision; a seller can send the buyer a feedback revision request up to 30 days after the feedback was left. That gives an opportunity for the two parties to work something out to appease the buyer.
As other posters have noted, eBay has a process for closing out unpaid transactions; if you cancel the transaction based on 'Buyer hasn't paid," then the buyer cannot leave feedback and any feedback they have already left will be removed. But that cancellation has to be done at least 4 days after the transaction but withni 30 days, so you seriously missed that deadline. You should not have listened to the buyer's empty promises about payment. Here is the Help page about what to do if a buyer doesn't pay:
