I want to be able to issue a partial refund to my buyers with the following caveats:
1. I am using eBay's Managed Payment System IE PayPal is completely bypassed and ignored
2. The item has already shipped and/or been delivered
3. The buyer does NOT want to open a return
Currently my workaround is to directly send money to a buyer's PayPal.me account (and have them make an account if they don't have one). I should never have to do this.
If you've read this far and claim that it's not possible as I've long believed (from the forums and elsewhere) you would be mistaken. I recently bought an expensive item that was in good shape but missing parts. Because the price was so (comparatively) cheap I asked if they could issue a partial refund to compensate for the missing parts, and they obliged. Sure enough, I got an official Partial Refund notification from eBay and the money was back on my card.
I have looked everywhere in My eBay ...Orders Page, Order Details, etc... and the option is NOT THERE.
Do you have to have so many messages between the Buyer-Seller for the option to 'unlock'?
Do you have to have so much Feedback before the option 'unlocks'?
A seemingly basic feature of an online marketplace is intentionally hidden or disabled, and I want to know how to do this once and for all.

You simply click the order, the drop down appears, click 'refund' and then in the refund choose the amount (careful as the full amount is shown and must be changed).
If you don't have any 'pending' funds; they will simply deduct that amount from the checking account that your MP is tied to.
I've done this with an order before a shipping label was bought/created and I've done it after the item has shipped and I've done it 3 weeks after an item has been delivered.

Find the item from your 'see all orders' list on the overview page. On the left is a blue word, usually leave feedback or sell similar and to the right of that is a tiny arrow. Click and go all the way down (you have to scroll) and there's a refund option. That will bring up a refund window. At the top make sure to select a reason and insert the amount. The second window is where the refund is completed. You'll get an instant email saying it's processing and another maybe in an hour or two saying it's complete.

Refunding buyers

Seller Hub/Orders/Paid and shipped
Find the order and tick the drop-down menu to the left to select 'Send Refund'. Enter the amount of your partial refund, confirm and submit.
