Follow the instructions.  It takes 2-4 weeks to get approved. eBay will send you an email letting you know when your selling account is activated and you're all set.

Please don't buy a store subscription when you first start out. It's a waste of money because when you first start out you will have listing limitations where you can only list a few things each month.

When you start making your listings be aware that your buyers cannot pay for eBay items with Payoneer.  Your Payoneer account is strictly for eBay to deposit your payouts in. I'm mentioning this because I see many new SL sellers say they only accept payments by Payoneer, however that's  not allowed.  eBay puts the methods a buyer can pay with in your listings. You don't have to tell them how to pay.

     In addition to the information already provided Sri Lanka has some unique governmental laws about registering and establishing yourself as a business. You need to make sure you are registered and in compliance with those laws before you start selling.
