Each time i try to sell an item it says:

Request higher selling limits

Thank you for your interest. However this feature is only available in limited release. We'll let you know when it's more widely available.

EVERY new eBay seller has limits on how many items they can list at first.

This is, I believe, spelled out to the new seller when he signs up to sell.

This is for the purpose of protecting new sellers from unscrupulous buyers and scammers as well as from themselves.

We usually advise new sellers to start their eBay career by buying first.  This gives them more insight into how eBay works and has the added bonus of accumulating some FB.

Have you tried to request a limit increase on your home eBay?

Your asking on the USA site.  Log out and log into your account. Then ask again on the board in your country as your rules will be different.
