I'm a seller here and my customer bought a sports card from me for 20.00 so I shipped it to them using the ESUS # assigned to me. The card was lost and the customer has put in a dispute with ebay but as of tonight it was delivered back to me. I want to send it back to the customer but dont want to send it via the plain white envelope I want to send it through USPS ground advantage but I will need to get a ne tracking number. How do I do this? Any help would be greatly appreciated.

Why was the item returned to you? If it was not deliverable with the address given it would be a waste of time to try to ship it again. Have you contacted the buyer regarding the issue? Need a bit more information before advising you how to get another label.

When you purchase a new label system will give a new tracking#. Go to ORDERS, ALL ORDERS (click on item) and select GET ANOTHER LABEL (change to GROUND ADVANTAGE and add weight/dimension).

Hopefully the OP has fixed whatever issue cause the item to be returned after the first shipment. If not this is only going to result in another return.

Was your item possibly sent back to you marked "insufficient postage" or "postage due"?
It is possible that you were attempting to mail the card to your buyer inside a top loader, and top loaders are notorious for jamming up the USPS automatic high-speed rollers: the envelopes need to be able to bend nearly in half to race through the rollers, and top loaders are just to rigid to allow that.
As others have pointed out, you can order another shipping label -- just change it from the eBay Standard Envelope to USPS Ground Advantage.
And avoid using rigid top loaders if you're planning to use the eBay Standard Envelope in the future.

I suggest issue the refund for the Item Not Received and Relist the card.

If your buyer has filed a dispute, IMHO shipping the item to him a second time is a terrible idea.
If you ship the item a second time with a new tracking number, you will lose your seller protection because the tracking number will not have a scan within your shipping window and the delivery confirmation will be well past the estimated delivery date.
You would be relying on your buyer's honesty. Because if your does not close the dispute voluntarily before eBay closes it, you will have shipped him the card AND he will still get a refund when the case is closed in his favor.
IMHO you should refund the buyer and resolve the case, and then relist the item and have the buyer re-purchase if he still wants it.

The card was returned because they said the item was a package and not a PWE for 20 or less. This is the first time they said it was considered a parcel and not a mail piece. So because of that it was 4.10 short on postage and they wouldn't deliver it. So I was going to use ground advantage and send out with new tracking number. Also I was just coming off "probation or suspension" for being lower on my stats than I should have been. So if they deem it my fault which I dont think they sh0ouldthen that goes against me again and I dont need any new stuff going against me. I just want to get my cast the card he paid for.

That key piece of information helps. You are between the proverbial "rock and a hard place" but at this point you probably have limited options. You are already going to get dinged for the INR the buyer has opened so at this point you should attempt to minimize any further damage and I would suggest following luckythewinner advice.
You could also continue to touch base with your buyer letting them know what happened and how you are going to resolve.
