There's a seller (who I won't name specifically) who, in their item description, uses the exact phrase "This is a PRESALE that ships within 30 days. Only purchase if you plan to wait as no order cancellations are permitted - commit to buy." (you can google this WITH quotation marks to see for yourself)
He uses this phrase to presell items that won't release until 3 or more months later while avoid getting moderated by low-level eBay employees that don't know any better. No amount of "report item" does anything.
For example, he's been selling stuff like Tales of Arise which won't release until September (a whopping FIVE MONTHS AWAY), for example, and you can find the exact same wording above. Other examples include the Beastars Vinyl Soundtrack which has a release of July 26 (87 days away as of this post) and Megalo Box Vinyl Soundtrack which releases in July (3 months away). These release dates are all easily found with a simple internet search.
This is grossly unfair to the rest of us who follow the 30 day presale rule as they are profiting with no competition.

If I was you, I would focused on my business. And if they do the policy violation, then Ebay will know what to do with them. No need to care.

That's new to me because I used to do preorders and late shipments were a major problem. I stopped. You can still get in trouble. The 1st guy has like 3000 preorders. If even a small percentage of customers open up cases he is toast. Ebay will view him as a high risk and delete his listings, refund the buyers and suspend him.

Check the seller dashboard.
Below Standard only applies to Transactions you canceled for being out of stock, Cases closed without seller resolution.
Late shipments aren't part of that calculation.
And this guy has been doing it for years. Something different other than the usual methods should be done.

The cases won't matter if he simply decides to refund them. They will be "resolved" and no one from eBay will even look at them.

@therapy_dragon I'm going to be honest with you. Bumping this board and asking for an admin is not going to prioritize your issue. Others have suggested reporting the seller, and I can agree with that. Even so, its not like the seller is going to get away with this forever.

So it may not go against the seller rating, but that does not mean there would not be a defect on the seller for late shipping. If I remember correctly, the buyer has to report it. (Especially since this is a pre order)

Personally, I would not worry about this a lot, I get it that you feel that this isn't right. However I feel like you went above and beyond and now might be a good time to call it quits. Ebay has lots of users here so if you did report them, it may take some time for them to review the account and transactions.

Ironically, eBay just stripped him of all his listings 3 hours before your post. Whether or not my efforts contributed to this in someway, I'll never know, but I'd like to think so.

The strangest thing about all this is how he was able to get away with this behavior for YEARS, including selling nonexistent items such as Blade Runner for the Nintendo Switch, which was only hinted at once in a twitter post 2 years ago and never saw any other news since (of course he's been doing this kind of thing for more than 2 years).
I could only imagine that he has literally dozens to hundreds of buyer messages he has to deal with on a daily basis, on how an item he sold in May that has an official release date of October magically keeps getting pushed back by "manufacturer delays".
Either way, the normal reporting wasn't doing anything, and if my efforts here meant anything, then it was worth it.
