Start selling what you list with no problems and they'll start increasing your limits.

Do you have a Sri Lankan business license?
Do you have a Payoneer Account?
Do you have those items in your possession or will they be dropshipped from another country. "Location" means the location of the product not your location.
All new sellers are restricted in the number and value of their listings. This is to protect buyers from Bad Sellers, but also protects you from Bad Buyers and nasty scammers.
I hope you did not pay anything for the apparently useless and misleading eBay "School". It is free to list here, free to have an account.

I would advise you to take this out of your listing:
We only recommend Payoneer payments.
Ebay does NOT accept payoneer payments from buyers...........you may scare off buyers who aren't familiar with it.

Payoneer and PaisaPal are used by eBayers extensively in Asia.
Neither is used in North America.
But since they are payment processors, if a US customer pays with Paypal backed by a Visa card (for example) the payment would be processed smoothly by Payoneer for the SriLankan seller.

In your listings eBay has the accepted methods of payments a buyer can make. They can pay with PayPal, Mastercard, Visa, American Express, Discover and PayPal Credit.
eBay does not accept Payoneer as an accepted payment method for buyers. YOU need Payoneer for managed payment payouts from eBay.
You need to remove we only recommend Payoneer payments. BESIDES, eBay says you can't say you prefer one method over another. The buyer gets to choose the method of payment.

Exactly right, but eBay does not support Payoneer as a buyers payment option - so if this seller is advising his buyers to use Payoneer then he will get no sales at all.
