So I usually just take my packages to USPS and pay at the counter then add the tracking # for the buyer. However today I printed a UPS label via ebay. I read I won't be charged until the label is used. Will ebay charge my bank account on file directly, or deduct the shipping charges from my "Funds on Hold" (I have no available funds at this time) or charge it to my account and issue an invoice at a later date?

I print out my labels via ebay and get a discount.
The tracking number automatically uploads to ebay.
On the shipping label page (at the bottom) you can select how you want to pay for the label.
I believe most sellers use the funds from the managed payments balance. I do.

Most of my labels I purchase directly through eBay and pay for the label out of pending funds for the sale. On occasion I use Pirate Ship to purchase labels. They have discounted rates that are about the same as those eBay has but Pirate ship also has some postage classes eBay does not, most notably Priority Mail Cubic.

On the "My eBay Shipping labels" Page the label I made is listed and ready for printing, but I don't see anywhere on the page an option to pay for it.

Scroll to the bottom of the page (shipping label page). There will be a spot with buttons asking how you want to pay.

You are most probably charged for the shipping. You can check your payments and you will see the deducted amount for the product you sold.

Did you print a UPS label or a USPS label?
Depending on your preferences selected, e-Bay will either deduct the label cost from your pending funds or your bank account/credit card on file. We choose to do the latter so that it is itemized all in one easy place with the credit card details.
UPS labels are charged at the time you print them and then adjusted based on weight, dimensions, fuel surcharges,etc. We do not use e-Bay for Fedex or UPS - we have our own accounts and we get better discounts that way. We DO use e-Bay for USPS labels, as it is a better deal with the discounts and additional insurance on Priority parcels, etc if you qualify.
Would never pay retail at the counter - just throwing money/potential profit dollars away. Why do that?

This is a necro-thread from almost a year ago, and the OP appears to have sold only one thing here according to their Feedback page, an electronic drum kit that was probably a lot cheaper to ship via UPS (as stated) than USPS. Billing for UPS labels is not the same as USPS, which gets their payment up front.
If the OP's funds were held for a while, which seems likely given a big-ticket purchase and no prior selling history, then the UPS bill could be deducted from the pending funds. Otherwise, if the UPS bill came in after the funds had been disbursed to the seller, then eBay will send a message telling the seller that they will be debiting his account for $x.xx on (insert upcoming date here), but he has the option to pay the balance earlier from his choice of other funds. In my experience, they don't ding your account without several days' notice in advance.

Couple things. When you take your times directly to the PO for purchasing shipping, you are paying full retail prices. It is so much cheaper to buy your shipping online whether through Ebay or some other source. By going to the PO to purchase you are giving away money you would not have to if you used the internet to purchase your shipping.
As to the UPS label, yes that is how they work. Your not charged the fee for shipping until UPS scans the package as received.
As to how you pay for it. At the very bottom of the Label Creation screen, there is an option for you to choose. Have the cost come from your MP account or you can choose to have it paid via your Paypal account. Always look at your screens closely.
