Hello,
I sold an item through the Global shipping program. The buyer says the item does not work and wants to return it for a full refund. Buyer has not yet opened a case. What is the best way to handle this? The price of the item does not make it worth the cost to return. Should I just issue a refund? The total he paid including international shipping/customs was about double the amount I received. Thank you for the help.

I’d refund. You’re not responsible for his VAT, though.

When you say "refund", do you mean the funds that I received? What he paid was more than the amount I received. Would you refund that amount or just the amount that I received?

Find out more. Could the item have been damaged in transit? Was the packaging the same as you used?
Then, ask them to open up a case. GSP might jump in and take care of it for you. Or, you might have to connect with a CS Rep about GSP.

I don't know about the packaging, I didn't see any pictures of that. He just says it doesn't work. I think I'm done with global shipping after this. I'm just not sure if I'm responsible for all the shipping fees he paid, or just what he paid me. I'm not sure what happens if he opens a case, or if it will just be over if I refund him. I don't want to end up paying a huge shipping fee to get it back when it doesn't even work, and then refunding it all after that.
If he opens a case, will it give me an option to refund him or have him ship it back like it does with regular return?

Have them open a case then you can refund without returning.
You'll only be responsible for refunding what you received.

Just refund, in full, what you received. Do it through eBay - not PayPal.

Wait for them to open a return first. I wouldn’t willingly refund and item without a return opened.
