Did you get a return request or case opened by the buyer? Did you refund already? Details matter a lot here.

Unless the buyer's credit card / bank / etc required the buyer to return it, the item is gone @usmc-815811 .
Payment disputes are outside of eBay's return system.
Message the buyer, ask if they will return it if you send them a prepaid label. That's going to be your best shot.

A payment dispute is handled by the buyer's financial institution, not eBay.
And neither eBay nor the the buyer's financial financial institution can physically force a buyer to pack an item and put it in the mail.

If the buyer filed a claim through their payment source, you won't be getting the item back.

that is not always the case. If the representation you made in response to Ebay's notification of the chargeback dispute offers to refund upon return, some of the issuing banks will require the buyer to return the item to you.
It always is appropriate to include the offer to refund on return in your representation.

Hard to respond when you've offered almost no relevant information.
Did you want advice or just to vent? Presumably the buyer was not refunded since they've not returned the item. Did the buyer actually open a return case?

Agree with your suggestion on adding the return refund information in the response to the chargeback. However, most CC companies or banks, especially the larger ones, do not want to, and will not, get involved in the logistics of the transaction. It also becomes, in some cases, a question of whether the buyer can legally return the item. It is against the law to ship counterfeit items through US carrier services.
I have received a number of counterfeit coins over the years, not just from eBay orders. I ignore the venues return process and simply open a chargeback since I cannot return the item.
