Why does ebay allow these fraudulent listings? What is the best way to report them?

When I am shopping/waiting for a particular item that I am interested in purchasing, In several instances, I see these listings, priced way below what the items are typically selling for, listed as a buy it now. Always 0 feedback sellers.
It is such an obvious scam.
I first became aware of the scam after I purchased a couple and paid ( the price was so good, right!). After purchase and imediate payment, I would get a note frome ebay that the listing has been removed, and since I had not paid (which I had), no further action was neccesary.
It is not like ebay does not have access to the fact I had paid. Maybe they are hoping I would not go through with resolution process. Not sure.
This same seller, in the same location, Vietnam, ( but the item is portrayed as being in the US ), listed the same item last week. I reported, but it was sold "buy it now" pretty quick.
I have tried MANY times reporting them but nothing ever comes of it. I have reported items where the seller lists from 1 item to multiple items ( where the ad stays up several days ), nothing happens. In the Report Item section, there is no category choice which is really descriptive of this problem. I have looked at all the options several times.
What is the best way to report?
Also, I could not determine the best forum to post this, the choices are so limited now. So thought I would try this one.

I'm not sure how they get away with this scam either.
I see it all the time in the field I deal with, video game consoles.
I see listings for an Xbox One system with games (stolen pictures from legit auctions of course) with a buy it now of only $20-30. Or I would see a listing for a Nintendo 3DS for $15-20.
This is only 1/10th of the actual value, and they always sell, and the selling location is always "China".
I am not sure what they are trying to benefit from this. Perhaps they are hoping people will pay with funds that are instantly available that they can then somehow move around to another location, closeout the Paypal account, and get away with it before the chargeback or refund is issued for non-delivery?
I really don't understand it.

I'm sure it will get worse now that sellers can't watermark their photos, and everything is going into the ebay catalog for these pick-a-scam-item listings.
But to ebay, it's a listing and a sale.
