Hi, can someone please help me figure out how to file an appeal on a case? The item was delivered. I found all the links and help pages, but they just circle me around... how do you actually submit an appeal?

You add the tracking number showing the item was delivered to the case. If you did not do it in time there is no such appeal.

Unfortunately on an INR there is no way to appeal it. Ebay has no way to pull the money back from the buyer either.
Your best approach is a VERY polite email to your buyer. Let them know that you have been notified by the carrier that the package has been delivered. Ask them if they would like to keep it and resubmit their payment or send it back.
Give them a couple days to respond. If you don't hear anything you may want to send a more stern email, but before going there, give it a try. Be nice, you can always send them an invoice through PP to pay from if they like.

What exactly happened? You shipped an item to the buyer, it took to long to deliver, and the buyer filed a claim?
Honestly not much you can do. You can call up Ebay to see what the CSR says.
If your very ambitious you can take legal action against the buyer or try calling the cops. Legally speaking if they dont return the item it would be considered theft. Good luck getting the cops to do something about it.

The first response should be to try and reach out to the buyer, not legal action.
