Because people buy online from numerous places and don't have the time or want to spend the extra time petting someone's ego. Much like calling your insurance company and they want you to stay on the line AFTER your call so you could do a survey.
Lifes short, no sense in spending it doing things that don't 'help' you personally. "Unless I'm paid for my time, not happening" (at least that is the thinking of 75% of the world)

Leaving feedback is becoming a thing from yesteryear. Your old time ebayers leave it but not so much with the newer members or the business buyers.

Not sure the reason is well thought out..........they don't see any "reason" to leave it...... most probably don't check feedback either so if the transaction satisfies them......they don't take the time.....

Refuse may not be the correct word. As a long time member of eBay I know where and how to leave feedback and I do it routinely. BUT It may be that newer buyers may not know that they can leave feedback or do not know how to get back to the page to leave it.
I buy a few things on Amazon. I don't know if A even has a feedback page or if they do where it is. Hence I do not leave FB over there. It is not that I refuse. I just am not sure where it is.

They have made it more difficult to leave Feedback, The picture on the left clearly shows a banner button with the word Feedback and the picture on the right has the button missing. Just as soon as the item arrives and I check it out to make sure it works and matches the description, than it is time to leave Feedback. But now the Button with the word Feedback is gone. Where is it? So now I have to go searching for it.

A lot of buyers don't want to be bothered. If you are not receiving feedback, consider that the buyer is okay with the transaction or that there are no problems. If there is a problem or issue, they will let you know, often in the form of a red or gray donut.

In my experience on eBay, feedback is left when the seller delivers superior customer service.
That would include same day / 24 hour shipping, carefully wrapping and packaging fragile items so they arrive in one piece, keeping the buyer apprised of any USPS or related shipping delays and offering assistance if possible, and rapidly replying to buyer concerns in a way that shows great respect for the customer.
I could cite numerous examples.
Short of that, I do not think feedback is even necessarily justified, nor should it be anticipated.
Especially these days, when everything in life has become purely transactional, with no personal or emotional involvement.
Having said that, I do believe that sellers should always leave feedback for the buyer. Not because the buyer deserves it, but because seller feedback for the buyer is what eBay expects of sellers.

For me, it is not because I "expect" it, it is because I want to know if their purchase arrived in good condition, and that they like it.

Mostly because when you are a buyer on eBay you don't have any idea of how to use the site or how it works. There is still no users guide that every new buyer has to read or agree to they just do whatever they want and eBay ALWAYS takes their side and the seller is screwed. AND REALLY feedback is USELESS ANYWAY. If you can't leave feedback for crappy buyers then what use is it. Everyone can easily see who the good sellers are.
