Is this buyer's conduct considered feedback extortion as defined by eBay policy?

eBay has a customer-service staffed Facebook page where members can send private messages regarding transactions, account issues, etc. Facebook is just one more way to contact eBay's customer service reps. They also have a customer-service staffed Twitter account.

Give them your name, selling ID, e-mail and zip code to verify your account- then let them know what the issue is.
Some people find it easier and faster than going through the eBay help pages which is why the suggestion to go through FaceBook or Twitter CS is often posted on this site.
