It has nothing to do with where you're shipping. An international fee is charged when the card used is from a foreign (non-US) bank or if the buyer is registered in another country.

Hi @raceedge2 , see the fees page for the answer. It's because of your buyer's registration address, not their shipping address.

This is my personal opinion I think Ebay should change that to the buyer being responsible for that fee. It would have been better off if that item were to have been sold to a buyer with a US bank.

     People often post this as the reason but it has NOTHING to do with the card or bank it is strictly based on one of the two scenario's  wastingtime101 posted from the fee schedule.

Alberta, what you've posted is only half-true.  

These sentences are false:  "It has nothing to do with where you're shipping. An international fee is charged when the card used is from a foreign (non-US) bank . . . ."

See the response from "wastingtime101" which is a copy-and-paste of eBay's International Fee policy.  
Please read that policy carefully and look for any mention of the word "bank".  It doesn't exist in those few sentences of eBay policy.  But the word "address" is used five times.  

Thus, "where you're shipping" as well as both the seller's and buyer's eBay registration addresses, are the two factors used to determine when eBay's International Fee will apply.  

Use of a "foreign (non-US) bank"  has nothing to do with eBay's International Fee.  

(Even an eBay Mentor can learn something new.)

Personal Opinion is one thing.

eBay's User Agreement supersedes any user's personal opinion. 

In that User Agreement, "we" is defined as eBay itself. 

Section 5 of the User Agreement lays out eBay's policies on Fees and Taxes.  
This is the title and first paragraph of that section, with the first three words highlighted:

"5.  Fees and Taxes

We charge sellers for the use of our Services.  In some cases, where buyers receive supplemental Services such as authentication or storage Services for items in certain categories, we may also charge those buyers for such supplemental Services."

They should; but they don't and as long as Paypal was the processor for ebay since 2002- that fee was passed on to the seller.

Probably because both Paypal, and now Adyen's systems are set up 1 way or the other and would be difficult to set up 'notification' to these buyers as well as differentiate charges between buyers and sellers as well as maybe 'put off' buyers since no other site does that.

As per what has been said up to this point by many posters? Factual responses or corrected as such...

This could well be an over seas/international buyer using a freight forwarding/reshipping company. If that is the case and you are shipping a pricey, highly scammed item, I would say...be afraid ...be very afraid...

This fee is controlled by where the buyer is registered.  So when a buyer has their primary address in a different country but they are shipping to a US address, there can be a few reasons for that.  They could be having you ship to a Freight Forwarder, a family member or any number of reasons for a US ship to address.  They could be here on a Visa and going to school, working in the US, extended vaca, Medical Visa, etc.

This is NOT a new fee.  Before Ebay became our money processor, PayPal charged the same type of fee and around the same amount.  Then Ebay became our Money Processor, so they started charging the fee.

Don’t let the nervous Nellie’s discourage anyone from shipping to a freight forwarder. 

You only hear about the transactions that go sideways. A vast majority of the items going thru freight forwarders are smooth sailing. No one ever comes here to say how well their shipment thru a freight forwarder  went when they had no issues.

Over years I have shipped many items to freight forwarders with ZERO issues including some high priced graded trading cards and expensive unopened boxes. By default most buyers who use freight forwarders generally buy more expensive items. Why go thru the trouble of using a freight forwarder for cheap items. The services of a freight forwarder aren’t free.

     The international fee is something the CC companies originally came up with that was added onto the merchant fees and a lot of third party financial processors passed the fee along to the merchant. IDK, I've never had a US buyer ship internationally, so I have no experience with that.  I've not heard of this before, so I simply don't know.

No, that is not my understanding.  We have had this fee even when PayPal was our money processor, not it is Ebay.  As far as I know PayPal still charges the fee too.
