Long story short here. eBay's software, or site glitch caused an issue where a INR case was lost by seller even though tracking proved it was delivered. Without getting to far down that rabbit hole. I did use eBays own system to print the mailing slip. For some reason when the claim got to eBay they could verify with specificity so they refunded the customer.
I sent an immediate appeal to eBay. Based on their response it seems they have come around on their initial decision. But instead of just rectifying the error they themselves caused. In this same response they state that there is issues with my sellers account that I need to rectify first before they can proceed here.
What the hell!?
As usual with eBay there is no specificity so I'm left to blindly stab at what it could be. Which drove me to an earlier issue that had come warning that I needed to start uploading tracking to all my sales. Up to that point about 15-20% of sales were for very small, very cheap items of around $10. Because tracking service made the price point prohibitive I outlined in my sales I was not sending these items with tracking. I also knew full well that should claims to arrive of INR that those were loses outright. I had maybe 2-3 claims that fit in that loss and all of them I first talked with customer and refunded them if there was continued issue of them not receiving.
Irregardless to the issue of tracking. How can eBay justify this issue as means to stop them from financially making me whole on a situation that they made or caused, then decided upon by them and acted in a self-serving way in which once again they benefit from.

When the INR case was initiated by the buyer, did you respond and upload the tracking number to the case?
If you didn't, after X amount of days ebay will refund the buyer with your funds.

Tracking was auto uploaded as it was purchased via ebay. But yes I then for good measure uploaded again and even placed in notes I was hoping for a quick turnaround on decision since evidence was on my side to delivery.

keep in mind I seemingly won the appeal so ebay was wrong up to that point without question.
But that is not just what this is about.
eBay then does an about-face and unilaterally throws up a unrelated issue is stopping them from this decision.
