I just looked at last refund; customer paid $129 for item plus $20 shipping and $11.87 Tax.
I refunded only the $129 (was remorse- no shipping refund) and the 'refund shows as follows'
Refund $129
Fees Refunded (to me) <$17.70>
Total I REFUNDED- $111.30
Tax was NEVER shown on ANY part of the refund; but I know the customer got their $129 for the refund plus the $11.70 tax they paid (or a large portion of minusing the shipping cost)

All of that is very interesting but there is still a problem. Here are the details of the order:

Ebay then said the amount due me was $18.32. The problem as you can see is that they didn't reduce the tax. As some have pointed out the seller doesn't pay the tax but the buyer does. However, the tax is part of the final value fee calculation. I might point out that this was not a problem with PayPal.
