Ebay Store Custom Pages?

Does anyone know where to find these? I am a bit lost. Do basic stores not have this option to customize their stores? If not, what options can I customize in stores?

Disney and Sanrio vigorously pursue sellers who infringe on their intellectual  property rights. Only sell your own original creations or obtain licenses to sell coptrighted  material, regardless of whether you might notice other lustings for the same items! After a few VERO takedowns, permanent selling ban occurs.

I've looked everywhere as well.  I know they still exist and are being used because I follow a seller that uses one for their return policy, however I can't find where to add one to my own store.
