Cant seem to drop it under 32%

Using promoted stores, promoted listings and offsite ads are not requirement for selling, it is a choice you made causing an increase in fees you are paying.
So yes, having 32% of your sales go towards fees is normal.

Shipping and charitable donations are not “fees.” They are expenses (deductible), and they should not be included in your “fees” percentage calculation.
And your ad and promotions fees are voluntary. You are adding those extra fees yourself.
Promoted Listing fees are not required to sell. They do not increase sales, only views… which are very different things.
I promote nothing and my listings are still seen and my items do sell.

Keep in mind that things may be a little different here than in your country. This is the USA board.
You are confusing Ebay FVFs [final value fees] with what it costs you to sell on the internet. Many of those fees are NOT controlled by Ebay.
Ebay doesn't have ANY category that charges anywhere close to 32%.
How much are you experiencing in Insertion Fees. Those can be avoided completely with the amount of listing you have if you were to get a Basic Store.
What are "Regulatory operating fees"? Who charges that and at what rate?
Add Fees = Promoted listing fees, which is completely optional. The seller chooses the percentage of the sale they are willing to pay if it sells in addition to their regular Ebay FVFs. So this is totally in your control. If you feel it is too high, lower it or get rid of it all together.
International fees only apply if you sell something outside your country.
I Don't know what account level fee credits, account level fees / adjustments or what the Subscription fee is?
Shipping is absolutely NOT an Ebay fee. It is the carrier cost to ship the item to the buyer. A cost of sale [COGS] for sure, but NOT an Ebay Selling Fee.
Charity donations are completely within the control of the Seller. Again not part of the Ebay Fees.
It appears to me that you are NOT describing your Ebay Fees, but instead you are working on gathering the COGS for an item. One of the most important pieces you missed was the cost of the product you sold. Another thing you missed is the cost of shipping supplies.
Do you need assistance in calculating your COGS?
