So I had a few sales this past week... and all of them don't have tracking. (UK, Austria...) I was checking on Stamps.com and it seems the service isn't offered anymore, or maybe I need to do something to make it trackable.
Has anyone else noticed this? Your tracking will start with LJ or LK... if printed on eBay, they state right away there is no tracking on the service.
For now I've suspended non-USA/Canada sales until I figure this out... some of my items are too expensive to lose if there's no tracking.

<snip big PE Notice 🙂 >
AHA ... I knew they were doing something LOL
Tomorrow is the 10th ... I think they started this update last week sometime.
I have a maybe UK buyer that I have been messaging back and forth with ... If they buy, I will post the tracking.

At least they didn't "taketh away" anything.
Still not enough for me to lift my international embargo with current eBay/PayPal MBG terms.
[Revise the list to read as follows (deleting the Note about asterisks as well as the asterisks from the entries for Brazil, Denmark, France, Gibraltar, Italy, Luxembourg, and Portugal, and adding Austria, Iceland, Mexico, Poland, Saudi Arabia, Serbia, and Slovenia in alphabetical order):]
Changes noted in the document still don't fully explain OPs complaint entirely. UK has had e-DELCON since it began (I think)
OP: I found the above info in 30 seconds doing a google search for "USPS DELCON international" without the quotes and using the google "last year" filter to get rid of old blog and USPS notice results. USPS is the final, definitive resource if you can find the documents (sometimes stamps.com and other shipping blogs do make the info easier to find or digest, but their info may be out of date or incomplete)
