I have came across a seller selling the same item as me which is fine but they have 2 listings for the same item giving them a competitive advantage. I know this is against ebay policy, how do I report the seller? Below are links of the same item in 2 listings.

Competitive advantage how? Most people search by price. Yours is the lowest. People will buy yours before theirs.

No necessarily at all. When I have low stock and want to have my sales slow down until I have more, I just raise the price to $15.75 (higher than all other sellers) and buyers still buy from me, just not as many. I was asking how to report it as it is against eBay policy, however someone else already answered me.

That's probably because they still have it in their watch list from before and don't notice the price increase.

Ebay will not remove it because even if it is the same item, the descriptions are different enough to make eBay believe the two may be entirely different products.
