Very unusual, I've never seen such before.

So, if you want to know why, and that message doesn't offer a reason, why not call the PO and ask?

It's likely the boxes are gonna be removed and/or replaced with newer model boxes; to wrap them in such a way, would keep kinda indicate such: just a guess

Somebody could have been repeatedly dumping some sort of hazardous material in there so they had to disable them. Have you ever read other forums about what kind of things carriers find when they empty those boxes? It will make you never want to use them again.

It says security reasons..........doubt they are going to expound further............

They did that to the one in front of our (now demolished) post office before they unbolted the boxes and removed them.  We have no free-standing mail boxes in my area, only at post offices.
