I have a load of negative feedback from the following situation
Buyer order
We ship within time and tracking verifies that.
Buyer open item not received case, doesn't even message us first.
I check tracking, it shows as delivered. Unsure what to do.
eBay says they'll take care of it. Case closes in our favor. Seller leaves negative feedback and now eBay says they won't remove it.

I think it may depend upon what the feedback says.
You have a lot of feedback that claims that you never responded to inquiries about non-delivery.
That is not the same thing as a feedback that simply says it did not arrive.

Good morning. Have you appealed to the case providing informations? In my long experience, i noticed that if the seller escalate the case, whit the tracking show delivered, the case is closed in your favour within minutes, also without upload proof of shipping. If buyers escalate the case, ebay, usually after 24h, close the case in favour of buyer saying that you not provided valid shipping proof. If you win the case, all negative feedback will removed automatically due seller protection rules. Kind regards

I have been out with a newborn, I understand and accept those.
But I'm referring to feedback that is just flat out "Items never arrived."

Or "I never received the quarters and I never received a refund."
The tracking shows delivered to the address provided.
