Hi this is my first post, I'll try to keep it short. About a year ago I sold an item to individual in the Netherlands. He was late picking up the item in customs. He was told the item would be sent back to me, It hasn't. Ebay ruled in my favor 4 times. His bank took the money from my account 435.60. Four days later they took it out again. I filed a dispute with Ebay and my bank (BOA). Two days ago Bank of America ruled in my favor, returned the money to my account. Ebay sent me a notice that I still owed the money. I spoke to a Ebay representative and was told that even though they agreed with me it was out of their control. My only option was to pay the amount or sell something and it will be deducted. Bank of America cancelled my Payment method and issued a new one, which I obviously won't provide to them. I am through with Ebay, but can't close my account. My bank said the matter is resolved, and there is nothing more They can do. Ebay is going to send it to debt collections. Even though I don't need credit, Retired and don't finance anything, I don't want this on my credit.
Any suggestions?

Idk of any way to prevent Ebay from turning you over to collections. My Ebay friend actually went to court over this same situation, and lost, having to pay court costs too.Ebay obviously had to refund that buyer, and wants you to reimburse them.

My bank said the money came from his bank, but I don't know if I believe that. Thanks for the reply!

As long as you owe them money, they won't close your account and they'll keep on until they receive the money you owe them.

Guess I'll have to hire a lawyer if it goes that far , There is no way I plan on paying this. This has been going on for over a year. I'm not sure how the money was returned to my account. BOA said they got it from his bank, Don't know who to believe. Maybe his bank will update info, But I'm not counting on it.

'retired'...'don't need credit'...there's nothing to worry about then.
Not sure which state you are in...but states have different laws as far as how long it can remain on your credit reports...I think it was something like 3 years in California but can't be sure.
After such a period of time you can get it removed from all 3 credit reporting agencies...
You can receive a free credit report once a year...can be done online...and they send it to you...FREE
And you can see what's on your credit report.
Contesting a charge with anyone will only lengthen it on your credit reports before the time it is suppose to fall off your credit reports.

Your bank might have been correct if this had been an ordinary credit card payment dispute. But it wasn't.
The CC company (buyer's bank) decided for their buyer, and took the money back from eBay. Then eBay charged you for the refund; when your bank clawed it back, it came from eBay. eBay was in the middle of this transaction, and your bank could not have gone over their heads to the buyer's credit card account or bank.
The buyer's bank has had nothing to do with this since they decided for their buyer and got the money back from eBay. You can't do anything to the buyer or their bank at this point. They have been made whole, and have not had anything to do with this for the past year. You can't stick it to them, or blame them.
I don't know whether that will make any difference to you or not, but the buyer's bank or CC company has nothing to do with this.

How did his bank know who your bank was and how did they get access to your account or vice versa?
Never once have I heard about two banks fighting it out here on ebay.
Pay the money.

This is a case in which ebay's seller protection should have covered you.

I would suggest sending a message to eBay with all the details you laid out here and a copy of what @albertabrightalberta posted showing them the policy.
Don't chat or have them call you go directly to a stateside eBay employee via a MESSAGE on their Facebook page. They have good people there that might be able to help you.
