I am doing this eBay thing for fun. My eBAY account balance is 0 now.
My buyer opened a dispute with me. The item I listed is marked as 'No return accepted'. I know the item is working. If eBay rules this dispute against me, will they withdraw money directly from my bank? Like I said, currently I don't have money in my eBay account.

Missing a LOT of details here. Since you have only sold the one item and are a new seller does eBay currently have the funds on hold? Did the buyer open an eBay claim or a CC chargeback. What was the reason the buyer gave for requesting the return? Have you responded to the claim/chargeback and if so how did you respond?
If you had read the eBay policies before you listed the item you would know that seller does not accept returns is only applicable in the case of a remorse return otherwise it means nothing. Additional details will make it easier to address your question.

Yes, the odds are very good that Ebay will find in favor of the buyer in this dispute, your return rules are somewhat meaningless. And so they will go to your Ebay account, and if the funds are not there then they will go to your linked bank account, and if the funds are not there Ebay will send the case to a collection agency. It is well worth it to find some funds and avoid the hassle of collections.

EBAY 30-Day Money Back Guarantee (supersedes "no returns") allows customer to return item by claiming "not as described, counterfeit, defective, missing part" (you will be forced to refund "purchase price + shipping BOTH ways). Customer is NOT required to prove their claim. EBAY always rules in favor of the customer.
Yes, EBAY will withdraw money from your bank account to cover this return. If there is no money in your bank account...EBAY will go to collection agency and terminate your account.

It's business not personal.
Usually if you have nothing in your Managed Payments account, eBay goes to your credit card not your bank account.
Which is sort of helpful, since it is hard to overdraw a credit card.
But you have the right to demand the return before refunding, even with a No Returns policy.
You just have to pay for the return shipping.

So I guess you are assuming the buyer opened an eBay claim and not a chargeback and the claim was for NAD? If it was a chargeback OP should be aware if they accept the chargeback or even if they dispute it and loose the buyer will likely NOT be required to return the item.
OP should also be aware if this was a NAD then eBay is not only going to fully refund the buyer but they are going to retain their FVF's. EBay does not always rule in favor of the customer it depends on what type of case the buyer opened.

Many sellers don't understand the ramifications of a No Return Policy.
The return policies options are as follows.
With option number 1, No Returns the seller can completely deny taking a return for a Buyer's Remorse Return Request. Or if they want to, they can accept the return and have the buyer pay the return shipping. If the seller so chooses, they can withhold the original shipping if it was separately stated on the listing [not free shipping] when it is time to refund the buyer.
On options 2 & 3 the buyer is responsible for the return shipping on a Buyer's Remorse Return. Plus, if the seller so chooses, they can withhold the original shipping if it was separately stated on the listing [not free shipping] when it is time to refund the buyer. As of October 1st 2019, sellers that are TRS have some additional protections as well as they can issue partial refunds if they use options 4 or 5 as their return policy.
On options 4 & 5 above, they are also known as Free Returns. If a seller that has either of those policies, they will pay the return shipping even on a buyer's remorse return. A seller can withhold the original shipping value from the refund if the shipping was separately stated in the listing [not free shipping]. Also, Seller’s offering options 4 or 5 have the ability to do partial refunds in certain cases if the item arrives back damaged, missing something or in a condition less than what it was sent to the buyer in, see the policy for more details, the link is below. In the cases where a deduction in the refund is taken due to damage or other authorized reasons for a partial refund, Ebay will protect the seller from negative or neutral feedback.
ALL OPTIONS [1, 2, 3, 4 and 5] are required to process SNAD claims without exception. Even if they are improperly filed and should have been a Buyer’s Remorse claim.
All return policies by sellers must meet or exceed what is stated in the Money Back Guarantee Policy!
14 day return policies are allowed in certain categories: Jewelry & Watches, Collectibles & Art, Cameras & Photo and Medical, Mobility & Disability Equipment.
For those with Free Return and/or TRS members with 30 day return policies, there are some added protection benefits, one of which is the ability to do a discounted refund under certain conditions.

Using a “NO RETURNS” POLICY on this website is like ASKING for a credit card chargeback from scamming customers. Do not do it on here.

'No returns" only prevents remorse returns - it does not not prevent disputes.
I know the item is working
I assume this means they opened a "Not as described" dispute. An item can be "working" and also be "not as described". But without details we really cannot comment further.
If eBay rules this dispute against me
eBay will rule against you.

They will seek reimbursement however they can get it.
