Discrimination: the unjust or prejudicial treatment of different categories of people or things
So that being said, I think Sellers are currently being discriminated on handling of refunds for returns.
In April, eBay announced that buyers have an extra 21 days to return - Sellers an extra 5 days to refund on delivery.
Now eBay is stating:
We've temporarily extended our returns timelines and adjusted our eBay Money Back Guarantee policy to help you if you need to return an item during COVID-19.
You'll now have 10 business days from when a return is accepted or a shipping label is provided to you to send your item back.
As of July 1, 2020, you'll have 10 business days from when a return is accepted or a return shipping label is provided to you to send your item back.
For Sellers eBay is stating:
Return timelines
As of July 1, 2020, once tracking shows that the item has been successfully returned, you'll have 2 business days to inspect the item and issue a refund.
Most Sellers have their address for returns to another location, POB, packaging company etc for obvious reasons. I now only pick up twice a week due to safety reasons of Covid-19. So sellers are having to take a risk, or blindly refund hoping that the item is returned in the same condition or at all. The 2 days is also, if you have a problem with return to contact eBay (and the right person). eBay is stating they are helping customers due to Covid-19 on returns, but totally disregarding Sellers as people are at risk also. This to me is discrimination, and we should be allowed a few extra days also. As a Buyer they value my health & Safety, as a Seller they are disregarding my health & safety.
As of August 28 (4pm), there are 103,088 confirmed cases of #Covid-19 in Houston/Harris County and 1,282 deaths. A total of 79,956 patients have recovered. Some that recovered has permanent damage to organs.
Maybe just Maybe someone from the right department at eBay will read this.

You have a choice whether to sell on eBay during the pandemic, just as buyers have a choice whether to buy.
Perhaps you could put your store (if you have one) on vacation, or suspend your listings until such time as you feel it is safe to resume your eBay business.
BTW, "discrimination" has a very limited scope; i.e., race, color, national origin, religion, sex, age, or disability.

eBay doesn't consider sellers are customers.. Buyers are customers.
eBay is not the government, they aren't offering jobs or housing. They aren't breaking any law. It's their company and they make the rules and I guess if you don't like them you don't have to sell here, harsh as that may be. If you see the tracking shows delivered even if it's sitting at your POB you can still issue a refund. You have to anyway even if they returned the wrong item or an empty package.

Don’t know if i would say most sellers have alternate return addresses. I have only ever used my home address as the return address on all my outgoing packages, to foster transparency with my buyers.
During a pandemic, if you decide only to go pick up your mail twice a week, rather than have it delivered where you reside, that is your right, but that decision also has consequences. You do not have to take that risk, you are choosing to take it.

Hun, I'm a mail carrier as well as a eBay buyer/seller. Not only do I not have a different address for returns but there is NO ONE on my route or any other route I have ever worked that has one for returns. That is pretty much just paranoid.
I have only 2 customers that have requested that packages be left in a different location than normal so they can sit for a few days before they handle them as both have family members in frail health.
Myself I have suspended selling on-line for the time as mail has greatly increased since covid and I have only shipped two packages (viewer noticed discard library audiobooks on the shop owners facebook live and her library was closed). I was going to start up again but since DeJoy took over I don't know when I will list, I guess that will depend if we get a new administration, if not I may not list for another 4 years.

I don't get mail delivered to my house because I have a PO Box. I only go pick up mail from that box once a week (maybe even less if my Informed Delivery shows no important mail to pick up ... not worth a 12 mile round trip just to pick up junk mail).
At least if the returned package won't fit in my PO Drawer it won't get scanned as delivered, right? It gets scanned delivered when I actually go to the counter and pick it up.

If you are worried about leaving your house do to covid maybe stop selling until covid is over. Screaming discrimination is so abused now days as everyone calls everything discrimination.

Oh yep they are just the drop shippers, of course returns go back to where they came from.. Sarcasm folks...

Wrong.
If it does not require a signature, it will be marked Delivered.

If you have an alternate return address, such as a PO Box ... If you know you have a return coming, pay attention to the tracking and pick the item up when it arrives.

That doesn't make sense. They could scan it as Delivered, put it on the shelf because it won't fit in my PO Drawer and then someone could take it so no better than porch pirates??
I went from a PO Box to a PO Drawer so I haven't gotten any packages that won't fit in the drawer in a long time at my current post office. At my old PO I had a tiny little box so nothing would fit in there so they just put in the notice and when I picked up the packages at the counter they scanned them delivered at that time.

No it's not paranoid, many sellers do have different address on eBay than their home address. And has been encouraged by eBay in the past. My Texas LLC is at my home address, my business address is different. It's common sense and for safety.
I ship from my home, my carrier picks up daily, but my return address is different. it's an address I pay for just like the Post Office has boxes for rent.
That's different from your 2 customers requesting different location.
