I told an item on 1/9 & buyer paid promptly. When packing I noticed slight damage to item not there when I listed it. I contacted buyer thru Ebay telling them about it. Item sold for $11.50 + $18.00 shipping. Offered to discount item to
$8.50 + $18.00 shipping. No reply. Sent another email. Nothing.
Later that day I cancelled order & refunded all their $
I relisted item several days later. Now sand buyer has purchased it for $6 +
$18.00 shipping. They’ve not paid for it now.
Buyer have very strange foreign names & strange address so I thought maybe not good English but they have bought & sold over 3000 items. I think they are playing games.

It sounds to me like the buyer wants the item. If he pays, i would ship it. He paid once before, and understandably you felt compelled to cancel ( but still without his input). I don’t think he is playing games on a $6 item. The lack of communication is frustrating, but it is possible he didnt find your messages until after the fact, then saw you relisted, and thought he’d try again. He should have contacted you but some folks are just not tuned in. Let us know what you decide.

On the continuum of difficulty with a buyer, non-payment is pretty far down there, close to the trivial marker. And that was not exactly a high scam item. Just let it play out and just notify Ebay if no payment is received. Buyer's name and address is irrelevant.

This is a free mulligan, you made a mistake on a listing and now the buyer is not paying for it, this is the best possible outcome for you, if they do not pay you will get out of this at zero cost.

did not see that they bought it again, but still not a big deal, they will either pay or not.
