This is some shady (*&#. I never selected any of my items to be promoted. I got charged when two of them sold for a promotion that I didn't ask for. I looked in the listing, and saw at the very bottom that a box was checked. This is worse than that global shipping program I was put into, and had to manually change every one of my listings. Is this happening to anyone else? I should be glad since Election Day, I've sold absolutely nothing. Probably never will again with all this shady covid (##$. eBay takes most of whatever little I get, and now stole even more through illegal tampering of my account. I have to make sure all of my items haven't magically been promoted now?? Tempted to delist everything this afternoon.

Ebay Charging me "Promotion Fee" when I did NOT sign up for or opt in to any promotion

I think you should contact eBay using the chat option. There are errors all the time lately, or at least that's what they call them. I had an unpaid item opened and closed, I was the seller. Normally the credit is automatic. This time the credit came out for less than initial fees. I simply contacted CS using the chat option. Someone came on very quickly, resolved the issue by giving me another, higher, credit, and all was well again. They may just call it a glitch and credit you back. It doesn't hurt to contact them and I found the entire process very easy to do. Best of luck to you....

I tried to - just got a bot. Not worth it over 54 cents, but if it happens again, I'm going to be speaking to them face to face.

That's better. I can understand your post now. Really not worth it to try to use profanity on a public discussion board. First, because chances are you'll get censored; second, because it just seems sort of counterproductive if you want to be taken seriously.
