Delivery Attempted - No Answer

I posted an item yesterday via Royal Mail 1st class signed for it was attempted to be delivered today but no answer. I’ve messaged the buyer to re arrange delivery again but have received no response from them. Will I be able to book a re delivery myself on behalf of them or what shall I do?

This is the US eBay board and since most here do not deal with Royal Mail and there could be different "rules" it may be best to ask this question on the UK eBay site.
