A buyer offered me $400 for an item I have listed for $500. Does not want to use global shipping to Canada and wants to declare a $40 value.

You can always tell the buyer that it is illegal to declare a false value for U.S. Customs.

Do NOT falsify customs or insurance documents for any buyer ever!
Reject the offer, block that buyer and wait for a trustworthy buyer.
Your item will sell for the price you want.

I do believe that the last time I printed a label the had a customs form the "value" auto-populated.

NEVER, EVER do that! Not only is it illegal to falsify customs form, in the event of damage or other need to claim for insurance, the declared value of $40 would be used and not the actual value, PLUS, should the item be opened by customs / border agency for any reason, the item's value would come into question, then would be researched for its true value & the buyer would be assessed taxes & fees accordingly & required to pay those upon delivery...

And it could be seized by customs as well which means you could lose it and your money when the buyer files an INR claim.

The other posters have already advised you not to do this as it's illegal. I would also worry that this buyer would rip you off as well since this is a high value collectible. Definitely block this bidder as they have already shown you they are dishonest.

This is a crime. similar to "forgetting" to add a little income on your taxes or exceeding the speed limit in your vehicle. We know you would not commit a crime !

A buyer who wants to underpay your asking price and ask you to cheat on the paperwork? Why are you entertaining any of that? It sounds like a nightmare waiting to happen. I would not even respond; just put him on your Blocked Bidder/Buyer List.
Incidentally, assuming that we're talking about the Lego dragon kit, it's not clear from your description whether the dragon is assembled or disassembled at the moment. Your description mentions that it's had "an initial dusting," but your next paragraph says that it's "been disassembled and all pieces have been accounted for." Your photos show only the fully assembled kit.
Your eventual buyer might be surprised if he's expected to put it together again; you might want to clarify in the description or the photos whether that will be needed.
