Yes, it is Free to use, but it costs you money when the Buyer uses it.  The discount is your discount, not e-Bay's.

So, NOT free.  🙄

Correct, you as the seller are offering the discount so it will cost you at time of sale for whatever you made the coupon out to be

I have not yet as I usually run other promotions but if targeting a certain buyer I would

eBay doesn't charge a seller a fee for sending a buyer a discount coupon.

So technically you can send all you want for free.

If any buyer uses the discount coupon to buy something from the seller then the

seller will %100 have the discount amount of money taken from them.

Why do you think eBay thinks it is a great idea for sellers to send discount coupons

instead of them doing it like they used to?

Right, you as the seller offer a coupon to a potential buyer, it is you "the seller" offering that potential buyer a discount Just as if you made a $x.xx discount sale on items or promoted listings. It is YOU the seller offering these discounts and promotions so it will come out of you're bottom line.

As has been said, you pay for the discount when the coupon is used by selling at a lower price.  ALSO BEWARE that these coupons are stackable!  So if you are already running a sale, the coupon discount will be on top of the sale price.  In the past most eBay discounts and sales were NOT stackable,  but these new coupons are from my experience so far.
