Why does ebay consistantly makes everything more complicated than it should be.
It will not allow me to do combined shipping invoice to a buyer because they
have set up auto-pay within an hour of winning the bidding. It is under an hour, and I haven't been paid
so what is the problem? Auto pay is an auto pain in the A**.

I hate auto-pay. Sometimes buyers' are not even aware the item requires auto-pay. I wish they would clearly show in the top of the listing if the item is set up as auto-pay aka "immediate payment required" so buyers and sellers can see what option they selected or was "chosen for them by eBay as default" I did not even know one auction I won required auto-pay. The buyer sees the countdown to auto-pay (i hate that, so annoying) for each item won. As you said that means most of the time, combined shipping request can not be made until after auto-pay already kicked in. Who at eBay loves making transactions so hard? I agree, it stinks.

"Sometimes buyers' are not even aware the item requires auto-pay." How does that happen? A buyer is required by some sellers to enter a payment source BEFORE they are allowed to bid. So why would that buyer not be aware that this payment source they entered would not be charged. The card is NOT charged unless the buyer wins the auction.
Now this program does allow one hour after the auction is won for the buyer to come back in and change their funding source or ship to address if they need to, but if they don't do that, then the original info they put in is used.
Immediate Payment required is a different thing. That is on Fixed Price listings. It will tell you on the page when you are trying to purchase the item that it will require a payment before the purchase will go through.

You can turn it off. It is not a glitch, it is working as intended.

Buyer Rules:
*Require buyers to provide a payment method before they place a bid.
*Require buyers to provide a payment method before they make an offer.
This will take care of the problem unless you SEND offers to buyers.

If things were not complicated enough you may want to read through the following announcement. It could be your buyer is part of the test group.
The entire announcement is above but the gist of the announcement is below.
While eBay began requiring buyers in most auctions to keep a payment method on file before placing a bid, this requirement did not apply to auction listings for sellers that offered combined shipping. This is because automatically charging buyers immediately after each auction ended would have prevented you from offering shipping discounts to buyers of multiple items.
We’re pleased to announce we now have a solution for auction sellers that offer combined shipping.
Introducing a 7-day shopping window to help buyers combine more purchases of your items!
When bidding in Auctions, buyers may choose to Shop and ship separately to have their payment process automatically 1 hour after winning an auction, or choose Shop more, ship together, to get up to 7 days to shop other items from the seller that qualify for combined shipping. With either option, buyers can still choose to check out manually at any time.
We are now testing this experience with a subset of buyers, and will continue to increase the audience over the next several months.

That is a choice offered to SOME buyers. Apparently, sellers that don't want to participate can start filing the unpaid item cancellations after 96 hours anyway. From a buyer post:

I was aware that it was in a test phase, at least the last I knew. Like a lot of changes eBay is not always on top of their game at getting out the information. When I first read the announcement my initial though was this is gong to be a CF.

Marvelous, just marvelous. The auto-pay on auctions and BO's was setup to stem the complaints regarding non-paying buyers, which according to eBay has cut that number by over 50%, but I take that claim in retrospect like I do most statistics. As with most change there are trade offs.
My auctions all end on the same day and I generally do not get a lot of combined shipping situations but when I did I simply contacted the buyer and asked them if they wanted the shipping combined and let them know what the shipping refund would be. If they were OK with it I did the combined shipping and refunded the buyer for any excess shipping.

I have had a lot of glitches alot. I am most recently struggling when it doesnt combine although i offer combined shipping. so i sent everything under 1 item and 1 tracking number but now it is not showing the other packages delivered. is it me or the client who marks as delivered

Does the package you sent show as delivered? Did you put the tracking number on each of the items? USPS is the one that marks the package(s) as delivered. Need a bit more information to be able to provide any other suggestions.

The payment source is on file for auto-pay, but there is no clear way to find out which auctions are auto-pay or not. Where in the listing does it say the auction is auto-pay on the top of the listing? If it's not there stated clearly, it should be clear to all sellers and buyers.
Auto-pay is not technically the same thing, but almost the same as Immediate Payment Required . Why not allow me to set Auto-Pay at the time I want to pay? How about if I set my Auto-pay for 4 hours or 6 hours after auction? I believe auto-pay is automatically set up for payment to be immediately paid within 1 hour or less.

Not every auction shows this message. Why not state it in the top of the listing under Payment method?

It is as I originally explained to you. And you are talking about two completely different things.
You are incorrect about how the preauthorization of payment by the buyer on an auction if they win. It is as I described in my previous post that you are responding to. I would hope you would consider reading it again.
Maybe this will help. Below is the Buyer Requirement Screen in Site Preferences for sellers. Note the section called Buyer Rules.

True. Not all sellers use the option. It is seller choice in their Buyer Requirements.
