Combine shipping?

I have a question about combining shipping.
Can we able to combine shipping one items all ready paid. Two items are not paid yet.(Total 3 items)
My understanding is I can able to make invoice all three items are paid or all the items are not paid yet. I know it’s silly question.
But is that correct?

You cannot invoice combined shipping for items that are already paid. You could calculate the total shipping for the paid items and then do a partial refund if you so desire.

Hay, 

I would... wait for the buyer to pay.  If you need to ship the paid item, ship it.  

I may msg the buyer and let them know that i have to ship the paid item. 

I would send them an invoice for the unpaid items. 

If the buyer pays for them before the other one is packaged, I would send them back the postage for the first item.
