I have an item listed as 'local pickup only'. A potential buyer is offering me cash at below the listed price. How can I accept their offer without violating Ebays rules?

You can add Cash On Delivery as a payment method that they can select. You'll then just owe eBay their fees out of your pocket, but the customer will be able to pay cash when they pick it up without violating policy. Make sure to get the QR code or 6 digit code entered before the customer leaves!

...a follow up to @brightlightbookseller said, not only don't forget to get the codes, but remind the buyer to bring the codes with them, either on their phone in the app or printed out

Though it is allowed to accept "cash on pick up" for local pickup only items (you may have to revise and add that option to your listing), I am wondering how you got this offer in the first place. You do not have the "Best Offer" feature on that listing. Best Offers sent in messages don't count, and you may run into issues if you add it AND you require a payment source upfront from the buyer in order to proceed that will be autobilled if you accept an offer. (You can turn that off). Cash is good, no worries about a credit card chargeback down the road.
If you want to take less, you can edit the price, otherwise the sale will likely be recorded for the purpose of selling fees at the $300 BIN price as shown. Someone else can buy it though.
Hopefully, others that have experienced this can advise you better than I.
