You have left out some important details.

Were you paid and your money is on hold????

If that is your concern, you still need to ship as your buyer has paid.  If you don't ship you will only hurt the health of your selling account.  You need to ship within your stated handling time.  

Ebay has had a rule for many years that pertains to New Seller and sellers that have been away from selling for 90+ days. The following is the policy that outlines why you money is likely on hold.

Could you imagine going to get gas at your local gas station and having to wait 3-5 days before you can leave with the gas you purchased? Aside from using paper fiat.

In this scenario, the eBay seller is equal to the gas station owner. The customer at the gas pump is equal to the eBay customer. 

So, yes, the gas station owner and the eBay seller must wait for the payment processor to release the funds. The customer takes possession of the product before the seller has been paid.

Your message does not make sense, to me at least.

If a transaction has been cancelled, why would the seller be expecting payment?

And, if a buyer has not paid, why would he be "due a refund from eBay, effective immediately"?

If you are asking for advice or help, why not return and give better details?

You canceled a transaction which had been paid for because you wanted to be paid before you shipped an expensive electronic item. It does not work that way on eBay. As a new seller your funds are held for 30 days by eBay. If in 30 days there are no issues with the transaction, your money will be released to you. You received a defect for canceling. A couple more of that and you will be banned from selling on eBay. If you insist on payment before you ship, then eBay is not the place for you as a new seller.

Buyer is due a refund from eBay, effective immediately. Not sure what there is to refund based on the statements that make it appear the buyer has never paid. 

     You have been on eBay for quite some time, although not that long as a seller, is this the first time you have had this issue?  Also be aware since you are somewhat of a new seller by eBay standards you are selling what is probably a high target item for scammers and you do not accept returns. This may be an item that is better sold locally.

Comparing an in-person transaction to an e-commerce transaction is comparing apples to oranges.

From the buyer's perspective, when you buy an item that is shipped from Amazon you have to wait to to receive it too.

And from the seller's perspective, when you buy with a credit card, the transaction is pending your credit card account for 2-3 days before the seller gets the money.

Based on the feedback comments you left for the buyer, you WERE paid and the money WAS in your managed payments account. You should have shipped the item within your handling time. The funds WOULD have been released, just not immediately.

What you experienced (and you described) is a "hold" which simply means that as a new and/or infrequent seller, the funds are held in escrow until you've proven yourself to be an honest seller. 

You might want to read the policies both on payment holds as well as the feedback policy. It appears BOTH buyers paid and were canceled.

That listing is shown in eBay Terapeak research, which confirms that the buyer has actually paid for it.

The money is in your managed payments account, and will not be paid out unless you ship the item to the buyer. You have received the payment already, and it is time to ship.

Presumably, the payout is being held, but that is not a valid reason to cancel a transaction.

And, if you do cancel the transaction, you need to cancel it yourself, not leave it for eBay to take care of your buyer. You need to take responsibility for your actions. If you don't cancel it yourself, you won't get the credit for the selling fees, which are 13.25% of the full payment including shipping and sales tax, or at least $111.96.
