Cannot Send an Invoice in EBAY Motors

I had a customer purchase two automotive tools that were listed in EBAY motors.  He went to checkout and requested an invoice for combined shipping.  When I try to send an invoice for the combined shipping all I get is this message..

How can I send an invoice for the combined shipping????

295869474860 and 295846431740    I have since cancelled those sales and put together a listing for the combined items since I could not find any resolution to the invoicing problem.  I have since relisted the individual items as 295870543471 and 295870543403 which are current offerings.

I have no idea why you would've cancelled those sales when all you had to do was tell the buyer to buy and you will 'refund' the shipping overage...but at this point nobody can see the original items to help you.

The buyer had not selected any shipping method or cost and had requested a cost for combined shipping.   I had no way to bill for the shipping costs except to issue an invoice.

Look at listings 295870543471 and 295870543403 which are current offerings.  These were relisted after I cancelled the original listings with no changes.

It`s a know issue when selling in the Tools catagory in E-bay Motors. Don`t know why they don`t fix it.
